Dr Gary Howsam

Executive Clinical Lead

Gary is a highly experienced clinician and healthcare leader with over 30 years working across the NHS and wider health system. Dual-qualified in medicine and dentistry, he brings a broad understanding of both clinical practice and system leadership.

He has worked across general practice, commissioning, and integrated care systems, giving him a unique ability to connect Board room strategy with the realities of frontline care. Gary has held senior roles including GP Partner, Clinical Commissioning Group Chair and Chief Clinical Officer, and Chief Clinical Improvement Officer within an Integrated Care Board.

Gary is motivated by a belief that lasting change comes through meaningful collaboration. He works alongside organisations to bring people together across primary care, community services, local authorities, and the voluntary sector—helping build shared purpose and practical ways of working that deliver real benefit for patients and communities, providers, and commissioners.

He is particularly experienced in supporting teams to turn ambition into action, creating the conditions for innovation to succeed and helping embed continuous improvement into everyday practice. His approach is grounded, collaborative, and focused on leaving teams with the confidence and capability to sustain change.

Gary has also contributed at a national level, including as Vice Chair of the Royal College of General Practitioners and Council Member of the Academy of Medical Royal Colleges, alongside his role within the NHS Assembly. These roles reflect his standing within the profession and his commitment to shaping the future of primary care while staying closely connected to frontline delivery.

Known for his ability to make complex challenges clear and manageable, Gary builds strong relationships across systems—bridging the gap between board-level thinking and day-to-day delivery.
